The United Kingdom and the United States have concluded a landmark bilateral deal that will guarantee no import taxes on UK pharmaceutical products entering the American market.

The Terms of the Deal

In exchange for the tariff guarantee, the UK has committed to raise expenditure on pharmaceuticals through the NHS. This commitment ensures that import taxes on these key exports will remain at nothing for a timeframe of three years.

This development comes after recent warnings to significantly raise import taxes on patented pharmaceutical imports, with potential rates floated as high as one hundred percent.

"This agreement between the United Kingdom bolsters the worldwide climate for cutting-edge drugs and establishes long-overdue fairness to transatlantic pharmaceutical trade," a statement said.

Economic Importance

Drugs constitute one of the the United Kingdom's largest exports to the America, which is by far the primary destination for major companies like GSK and AstraZeneca.

Export figures reveal that in the 12 months prior to September, the UK shipped medicines totaling £11.1bn to the US. This value represented nearly one-fifth of total UK exports in that period.

"This agreement secures jobs, increases capital expenditure and facilitates the UK to emerge as a global hub for medical research," the Business and Trade Secretary stated.

Specific British Pledges

The pact includes several specific changes from the UK:

  • Revised Affordability Limit: The UK will increase the affordability limit at which it deems new treatments to be prohibitively costly by 25%.
  • Boosted Medicine Funding: There is a target to raise overall health service expenditure on drugs from 0.3 percent of GDP to 0.6% over the following ten-year period.
  • Refund Ceiling: The percentage drug companies must pay back to the NHS to control costs will be capped at 15%. Last year, refunds topped 20%.

Industry Background

This agreement takes place against a protracted dispute between the sector and the British authorities over drug pricing and regulatory access.

These tensions were intensified by claims that US consumers were charged a premium for the same drugs than consumers in the Britain and the EU.

In recent months, several large manufacturing plans in the UK have been delayed or abandoned, while multi-billion-dollar expansions have been pledged toward US facilities.

A senior figure stated that the NHS had to invest a greater share on treatments, noting that its spending on drugs had decreased as a share of its overall budget over the past decade.
